Board of Directors’ Open Meeting Minutes

PRESENT: Greg Watanabe, Treasurer, Julie Kawaye Director at Large , Marguerite Elia, President , Jack Schroeder, Secretary.   ABSENT:  Ron Colton, Vice-President

Members and Guests: Brent Cho, Eugene Haydu

1.  Minutes from the July 30, 2017 open meeting were approved.

2.  On November 19, 2017 the annual membership meeting will take place.  Volunteers should meet at 4:00 in the clubhouse to set up tables and chairs for the meeting.

3. Commercial Business

Residents are prohibited from operating commercial businesses in the HOA, per the CC&Rs.  One resident operates a cookie/cake bakery and catering business from her unit.  We received a neighbor complaint about her commercial business.  We are a residential community only and are not zoned for any form of commercial business.  Marguerite will send the section of the CC&Rs that prohibits businesses from operating in the community to the rental manager of the unit.

The Board unanimously voted in favor to require the business owner to cease and desist conducting her business out of our community by January 1, 2018.  Failure to comply will result in a $50/month fine, to be increased if non-compliant for three months.

4. Annual Budget:

All of the items on the budget were discussed and reviewed.

Landscaper Carsons wants to raise its rate to $2900 per month.  Marguerite will get a competing bid from Flores Landscaping since we have had a successful working relationship with that company and we know their work is high quality.

The 2018 road improvements will come out of the reserves.  The Board voted to hire a guard or two during the roadwork to keep people from driving on the streets.  Residents will be required to pay actual costs for damage done by driving on the road construction, plus fines.

The Board voted unanimously to accept the budget for the 2018 year.

6. Additional Matters

The Board instructed security firm Perry Security to stop fire lane violations, beginning at the time of their hiring as our security service.  Most fire-lane parking is an immediate tow, especially if the vehicle remains longer than a brief “load and unload.”  Those who briefly “load and unload” too often will be given a warning the first time.  The second time, they will be given a fine.  The third time will result in the vehicle being towed.  The security company has not acted on this issue yet.

Vehicles hanging out from a parking space more than a foot will be subject to fines, the same as fire lane violations, because they obstruct traffic and risk accidents.  Oversized vehicles, RVs, and boats cannot be parked in guest parking spaces –we do not have enough stalls for vehicles that occupy more than one space and that do not fit the length of the stalls.  Cars cannot park horizontally across all stalls.  These vehicles will be subject to immediate towing.  HOA vendor vehicles are a legal exception because they must provide the necessary HOA business services that benefit the entire community, and often their commercial trucks are too large for our stalls.
