Membership Meeting Minutes

Park River Oak Estates HOA Annual Membership Meeting

Present: Marguerite Elia, Ron Colton, Brent Cho, Jack Schroeder, Mary Schroeder, Greg Watanabe, Nereo Rebellato, Jim Williams, Ann Campbell, Julie Kawaye, and Dorothy Franklin

Marguerite Elia stated that this meeting met its quorum requirements with 48 ballots in total, to establish full quorum, and called the meeting to order at 5:05pm.

1. Introductions.  Each attendee introduced themselves to the group present.

2. Board Election Procedures

Marguerite explained the vote verification process.  Ballots must now be mailed by the Inspector of the Elections, rather than inserted into doors.  There is substantially more work for the inspector of the Elections as he verifies many extra details of the membership vote.

3. Election Tabulations by the Inspector of the Election, Greg Watanabe

Ron Colton received 39 votes and Marguerite Elia received 47.

4. Year in Review

Marguerite explained the Covid restrictions that have been required by law.  The club house and spa were closed by the County for the season. The HOA decided to close the pool along with the spa due to the difficulty of separating the two. The county opened the pool later in the summer, but they never opened the spa.  The county mandated that barricades be built around the spa that would be both immovable and unclimbable.  Their specifications were nearly impossible to meet.  Also, there will be more rigorous and more frequent cleaning requirements if and when the pool and club house open. 

The Californian legislature changed the restriction on rental units allowed in HOA communities.  The limit will be 25% instead of 20%, after January 1, 2021. Our CCRs amendment will be adjusted to reflect the new state requirement after a 30 day discussion period by the entire membership, to begin in December 2020.

5. Security Concerns

The two burglaries of cars and mailboxes were committed by the same male and female, as caught on film. Both vehicles involved were left unlocked and were not forced open. The HOA has full camera footage of the burglars involved in stealing from both the mailboxes and the cars. Only three individuals had their single mailboxes broken open. Multiple police reports were filed and the clarity of the attached photos were noted. The HOA will improve the lighting on the property and add extra lights.  At least two or three additional security patrols will be added each night.  Additional security cameras will be added.  The HOA is negotiating with the Post Office to replace the current mailboxes, although the Post Office appears uninterested for now.  Residents will have to purchase new keys from the Post Office, if the mailboxes are replaced.

A suggestion was made to increase dues to increase security, power clean all the houses, and provide window cleaning. Window-washings are explicitly mentioned in the CCRs as a private homeowner expense and we discussed the reasons why, and the myriad of problems that arose with homeowners the one time we did try to wash the windows.  Marguerite stated that we are already increasing security and we will be power-washing all parts of all homes and buildings in 2021.

The HOA is planning improvements and additions to the cinderblock fences in certain areas.  Security will be asked to patrol in unpredictable patterns. Four additional cameras will be added to one of the community streets and corner, to make a total of 21 high-quality cameras throughout Park River Oaks.

6. 2021 Budget

The biggest addition to the HOA budget this year was power washing for $11,000.  Garbage collection has gone up to $2000 a month.  The HOA recently cleaned all the sewers. 

7. Q & A

Birds have created a mess in some places in the community.  Some screens and spikes have been installed.

9. Board of Directors Executive Session

Present: Marguerite Elia, Brent Cho, Ron Colton, Jack Schroeder

Security: The cost of security will go up substantially if we increase the number of visits.  For the remainder of the year we will order two or three additional patrols per night and re-discuss this expense in the beginning of 2021.

Power Washing: Some sidewalks require washing. Francisco now has a power washer and we will ask him to do some additional work.  Bailey Boys should do the highly stained concrete.

Budget: The budget was accepted by unanimous vote.

Mailboxes:  The Post Office has a list of contractors authorized to provide replacement boxes. Marguerite will see if the HOA can expedite the replacement by paying for the new mailboxes.  We will get an estimate of when the Post Office can perform the work.
