Park River Oak Estates Board of Directors Meeting MINUTES
Meeting called to order at 5:05pm by Marguerite Elia

1. PROPOSED 2022 Budget
35 homes with the blue tile had clear need of roof repairs in 2021, with 12 roof leaks in total. All 82 homes were thoroughly inspected with drones and expert roof professionals who spent close to a month (in total) going to each and every building. Only the roofs built in 2005 needed repairs. Roof repairs amounted to about $60,000 in total, but many of the roof repairs were very substantial, and large sections of the roofs were essentially rebuilt from the wood up, at much higher standards, for long-standing durability. Roof repairs were paid from the Reserve Funds.
Legal expenses in 2021 were also much higher than usual due to major misbehaviors by renters and the cost of the successful eviction of one renter through the courts.
Because other services also went up, such as garbage/recycling services and water bills, the Board voted unanimously to increase monthly HOA fees from $250 to $260 beginning on January 1, 2022.
The Board also unanimously voted to approve the 2022 HOA Budget proposed by Marguerite Elia.
2. Schedule of Fines
The Board unanimously voted to accept the schedule of fines prepared by our attorney and presented by Marguerite. First time offenses no longer need a warning and can be $100-$400 per incident. Second offenses can be $700 per incident. The previous fines of $50 per incident had zero impact on any of the renters and homeowners who were repeat offenders. The fine schedule and related rules will be posted on our website.
3. Parking Violations
The Board will seek legal advice on how to deal with parking violations. All outdoor parking is illegal. Every stall is labeled for visitors only. Guests are not “guests” as defined by California law if they are here longer than 6 days a month. We have only 40 parking stalls in the entire community. For the first time, most of the stalls are occupied, illegally, for inappropriate reasons. Your garage cannot be turned into a playroom, storage room, or exercise center, it must be for parking cars only per the CCRs.
4. HOA INSURANCE
The Board voted to raise the deductible for its HOA insurance policy from State Farm to $20,000, effective immediately. The HOA insurance has always had an exclusion for construction defects.
