Membership Meeting Minutes

November 14, 2021

1. INTRODUCTIONS

Board members and residents introduced themselves.

2. Board Election Procedures

Thirty-seven ballots for the Board of Directors election were received which establishes the quorum for the meeting. A quorum requires 26 or more ballots to be satisfied.

3. Election Tabulations by the Inspector of the Election

37 ballots in good standing were received, in total.  The Inspector of the Election counted the ballots in public at the open Annual Membership meeting. 

36 votes were cast for Brent Cho for re-election to a two-year term and 35 votes were cast for John Schroeder for re-election to a two-year term

4. Year in Review

Marguerite Elia explained the legal foundations and requirements of the HOA.  Marguerite then proceeded to summarize the major events of 2021.

The HOA has repaired about 35 of the blue-tile roofs this year. The cost of the repairs was over $60,000.  Many of the repairs were major and she presented photos.  The good news is that the roofs have been expertly repaired and the work is warranteed.

We had significant hardships this year from two different rentals.  One unit called the police on themselves and went to jail.  After four months of disturbances and documentation by many neighbors, they were evicted by the courts.  The home with the eviction had very difficult homeowner investors who added to the considerable hardships of their neighbors.  The Board of Directors presented to our attorney the timelines of events for both rental units where numerous neighbors felt harassed.  The attorney proposed steps aimed at ensuring that rental agents and investors appropriately communicate with their tenants, the HOA, and this community.  We have had several rental agents who shared none of the rules of this community with their tenants, setting up their own renters for misunderstandings and unnecessary violations.  Only 8 of the current 26 rental units have set up adequate systems of communication for their renters to be fully informed of ALL rules, or who abide by the law and inform the HOA of the names of their tenants.  We have many wonderful and exemplary renters; they deserve to be kept fully informed by their own homeowners and the agents in charge of their homes.  We also deserve to know who lives within our gated community, by law.

5. Violations and new Schedule of Fines

A new schedule of fines will become effective in mid-January 2022.  Every attendee received a copy.  Every homeowner will receive a copy.  The meeting read through the list of fines and procedures.   They were invited to comment and question and were told that they have 30 additional days to do so. 

6. 2022 Budget

The 2022 Budget was distributed to all meeting attendees.  The HOA insurance deductible was raised to $20,000, which will lower the cost of the HOA insurance.  The annual dues will be raised for the first time in over a decade from $250 per month to $260 per month, primarily due to inflation.  The meeting attendees discussed some of the budget line items. 

7. Question, Answer and Comments Period

A question about the acquisition of pool passes was raised. Marguerite Elia will issue pool passes upon payment received.  They are custom-made and must have your own full name and address on them for our security officers to know who is in the pool area.

8. General Membership Meeting Adjournment

The meeting was adjourned at 6:24 p.m.

9. Board of Directors Executive Session

HOA officers will remain the same as this year, by unanimous vote:  Marguerite is President, Ron Is Vice president, John is secretary, and Brent is Treasurer.
