  1. Introductions
    Homeowners and Board members introduced themselves. Fifteen owners and members in attendance. Attendance sheets are retained for the record.
  2. Board Election Procedures
    Thirty-seven ballots were submitted, and a quorum was established.
  3. Election tabulations by Inspector of the Election
    The results of the election are 34 votes for Brent Cho, 28 for Anna DeJesus and 30 for Jack Schroeder. All three were reelected to serve on the Board.
  4. Year in Review
    Park River Oak Estates (PROE) homes are not condominiums. They are part of a planned unit development in a similar legal category as single-family dwellings. Homeowners are responsible for their own home repairs and upkeep, except for a couple of external components such as roofs and gutters. PROE is a nonprofit mutual benefit corporation and is bound by laws from multiple local, state, and federal jurisdictions. PROE must pay federal and state taxes. PROE is designated as a commercial property and has higher industrial repair standards for features such as the swimming pool and roofs.
    Construction defects from 2005 still impact our HOA dues. Homes in the community were constructed in two separate phases: first phase was in 1996 and second phase was in 2005. The newer units suffered several construction defects where external components have been diligently corrected and are now in good shape. All the roofs of Park River Oak Estates have undergone a large variety of regular inspections, including by drones. The majority of roofs from both phases have had repairs.
    About $600,000 was spent over 20 years to repair the majority of roofs, 60% of all gutters & downspouts, 100% of hundreds of stucco voids, replacements of major sections of cinder block walls, replacement 75% of all sidewalks, 25+% of all iron rail fences, substantially repair or replacement every one of the nine iron-rail pedestrian-gate doors and pool area doors, replacement of ALL parts of both vehicle gates, re-plastered the spa and the pool, re- painted every single parking stall, and curb three times.
    Every single road was resurfaced three different times since 2005. ALL 82 homes had to be repainted from top to bottom because the 2005 painters painted on wet stucco. All parts of ALL street lights needed massive repairs and replacements – ALL now operate reliably and effectively. Every single tree which is over 100 trees required major pruning, over 10 trees fell over or died that the developer planted or moved in 2005, and 100% of the ENTIRE complex’s irrigation system for the ALL 3 acres had to be replaced AFTER 2005.
    After 2005, 80% of our complex landscaping DIED (improperly planted by developer) and had to be replacement with new plants. Our landscaping is now robust, healthy, and beautiful. Common area sewer cleanings had to scheduled and supervised 3-4 times PER year due to massive construction debris dumped by developer in 2005, every storm drain needed multiple cleanings for the same reason. After our roof repairs post-2005, those roofs never leaked again in over 20 years.
    Reserves must now be built back up in order to keep our high standards of maintenance.
  5. 2026 budget
    Marguerite Elia explained the budget line by line to the owners. Dues will increase to $320 on January 1, 2026.
  6. Q &A, Open Comments, Discussion
    There are City-wide problems with cockroaches coming out of the City’s central sewer system. They have occasionally appeared in garages. The HOA treats common areas only with commercial grade strength treatments. Homeowners much treat their own homes, internally.
